The Local Plan sets out where development will happen and what policies will guide planning decisions for years to come. Housing numbers are set centrally by national government, not BDBC. The Local Plan determines how that number gets implemented locally. It’s one of the most important documents affecting our communities. We’re shaping the Basingstoke & Deane Borough Council Local Plan to make sure it protects our communities, delivers the infrastructure we need, and reflects local priorities.

The formal Local Plan is now on hold. It must follow the government’s new 30-month process, after missing the December 2026 deadline under the current process. Water supply clarity from South East Water has not come forward, which is what triggered the delay.

We’re working to make sure the Local Plan:

  • Protects strategic gaps that keep our villages distinct
  • Secures infrastructure investment before development proceeds, including transport infrastructure and road capacity improvements
  • Reflects community priorities on housing, transport, and facilities
  • Creates green corridors and protects biodiversity
  • Ensures development funds the transport infrastructure and road improvements communities need

What’s next

  • Following progress as BDBC transitions to the new government Local Plan process
  • Monitoring cabinet and partner discussions on water capacity
  • Continuing to press for infrastructure clarity before development proceeds
  • Maintaining advocacy on strategic gaps, infrastructure, and community priorities while the formal process is on hold

Local Plan misses December deadline – water supply clarity still needed

I’ve been asked about the Local Plan after last night’s cabinet meeting.

Although I often observe cabinet meetings, I didn’t attend last night as it was moved to the same time as an Oakley & Deane Parish Council meeting.

In March, cabinet spoke about the impact on the Local Plan from South East Water’s (SEW) response to the Local Plan consultation. Essentially, SEW couldn’t guarantee that they could provide a resilient supply of fresh water for the uplift in housing requirement from government.

BDBC Local Plan consultation now open

Basingstoke & Deane Borough Council has opened a consultation on the Local Plan. This is a crucial opportunity to shape how our communities develop and ensure the plan reflects local priorities.

The Local Plan will set out:

  • Where new development will be located
  • How much growth there will be
  • What infrastructure and facilities will be delivered
  • Policies to protect our villages and rural character
